The Fragmented Dilemma and Optimization of China's Natural Gas Technology Innovation from a Policy Portfolio Perspective: A Quantitative Analysis Based on 189 Policy Documents

Abstract: As a key transitional energy source for achieving the "dual carbon" goals, the scientific and technological innovation capacity of the natural gas sector directly impacts China's energy security and industrial structure transformation. Based on 189 natural gas science and technology innovation policy documents issued by central and local authorities between 1978 and 2025, this study constructs a three-dimensional analytical framework encompassing "objectives – tools – actors" and employs content analysis and social network analysis methods to quantitatively deconstruct the structural characteristics of the policy system. The research reveals that China's natural gas science and technology innovation policies exhibit a distinct "triple disjunction" pattern: in terms of objectives, policy support for increasing upstream reserves and production is severely inadequate; in terms of tools, rigid constraint instruments such as measures and regulations account for less than 9%, creating a "soft constraint" dilemma; in terms of actors, cross-sectoral coordination is highly concentrated among a small number of core departments under the National Development and Reform Commission, resulting in a pattern of "formal coordination but substantive isolation." The root cause of this fragmentation lies in the compartmentalized administrative system, policy volatility driven by short-term political agendas, and an assessment and incentive mechanism that tends to "avoid addressing critical issues." Research on Cost Control of Prefabricated Construction Projects

Abstract: This study develops a data-driven cost-control framework for a prefabricated concrete project in Shenzhen by integrating BIM, value engineering, and earned value management. Expert ratings identified design changes, construction methods, interdisciplinary coordination, and formwork turnover as the principal cost factors. BIM reduced component types from 69 to 44 and supported the closure of 136 clashes before fabrication, avoiding an estimated CNY 45,000 in change-related expenditure. Under consistent scenario assumptions, production, transportation, and direct installation labor costs decreased by approximately 12%, 15%, and 33%, respectively. Value engineering identified aluminum formwork as the preferred alternative, with a value coefficient of 1.3429. Earned value reviews showed that cumulative cost and schedule variances became positive in week 12, while CPI and SPI reached 1.0438 and 1.0277 in week 16. The Current Situation and Bottlenecks of the Vegetable Industry in Shouguang City, Shandong Province

Abstract: Taking the vegetable industry of Shouguang City in Shandong Province as the research object, this paper sorts out the industrial development status of Shouguang, known as "China’s Hometown of Vegetables", covering dimensions including annual output, number of employees, GDP contribution rate, product category structure, sales markets and channels. On this basis, four core industrial bottlenecks are analyzed: low added value of industrial chain, uneven application of digital agriculture, insufficient brand value, and low market circulation efficiency. This study objectively presents the development advantages and existing shortcomings of Shouguang’s vegetable industry, and provides practical references for Shouguang and similar characteristic vegetable producing areas nationwide to realize quality upgrading and promote high-quality development of modern agriculture. Current Situation and Challenges of the Vegetable Industry in Shenxian County, Shandong Province

Abstract: Shenxian County, known as "China's No. 1 Vegetable County," is a leading national base for facility vegetable cultivation, and its vegetable industry serves as a vital pillar of rural revitalization in southwestern Shandong Province. Based on statistical data from 2015 to 2024, including vegetable output, employment, GDP contribution, product-category structure, and sales markets, this paper reviews the current development status of the local vegetable industry. On this basis, it analyzes three core challenges: a fragmented brand landscape, prominent weaknesses in the industrial chain, and limited coverage of digital agriculture. Overall, the vegetable industry in Shenxian County has significant scale advantages, but bottlenecks in branding, industrial-chain development, and digitalization continue to constrain its high-quality upgrading. Reverse Outsourcing, Knowledge Base Reconfiguration, and Technological Autonomy of Latecomer Firms: A Case Study of Huawei

Abstract: Against the backdrop of core technology blockades and intensified global competition for innovation resources, how latecomer firms can break through technological barriers to achieve technological autonomy is an important question that demands both theoretical and practical answers. Traditional technology introduction pathways are constrained by blockades from developed countries, while "reverse outsourcing" offers a viable pathway for latecomer firms to achieve technological autonomy. Drawing on the knowledge-based view, this paper defines reverse outsourcing as an innovation model in which latecomer firms proactively integrate global high-end innovation resources, reversely acquire frontier knowledge, and achieve autonomous internalization. Its core mechanism lies in reconfiguring the firm’s knowledge base through the importation, internalization, and recombination of external knowledge, thereby driving a qualitative transformation from “output capability” to “innovation capability.” This paper constructs a five-stage operation mechanism model, revealing the intrinsic mechanism through which reverse outsourcing empowers technological autonomy in latecomer firms via knowledge base reconfiguration. The findings reveal that reverse outsourcing, by substituting “talent embedding” for “technology introduction,” enables latecomer firms to directly capture frontier knowledge at the source of technology, and to bridge domestic innovation capability gaps through systematic reverse technology transfer. Using Huawei as a typical case, this paper validates the theoretical logic that reverse outsourcing reconfigures the knowledge base to drive technological autonomy in latecomer firms, providing a new theoretical explanation and practical reference for latecomer firms pursuing technological autonomy under technology blockade conditions. Digitalized Disaster Prevention, Mitigation and Relief Empowering Resilient City Development: A Case Study of Chongqing Heatwave Emergency Management

Abstract: Disaster prevention, mitigation and relief remain long-term challenges for urban governance. Accelerating the development of digital capabilities in disaster risk management is essential for building resilient cities. Taking Chongqing’s heatwave emergency management as a case study, this paper examines how digitalized disaster prevention, mitigation and relief empower resilient city development. The study finds that digital empowerment can effectively enhance urban emergency management capacity through three dimensions: strengthening digital organizational systems, constructing integrated digital platforms, and promoting deep integration of digital technologies. The practice of Chongqing demonstrates that digital transformation enables precise early warning, rapid emergency response, and coordinated disaster management under extreme weather conditions such as heatwaves. This research provides a practical pathway for improving urban resilience through digital governance and offers theoretical implications for the modernization of urban emergency management systems. A Study on the Full-Process Functional Design of an Integrated Content Creation Platform for Enterprise Marketing

Abstract: In the era of digital marketing, corporate content production continues to surge. Traditional offline, fragmented content creation models suffer from inefficiencies in topic selection, difficulty in reusing and accumulating assets, high video production costs, and weak coordination across multiple distribution channels. This paper takes the entire content creation workflow as its research focus, systematically designing core functional modules for five key stages: creative insight, asset management, video production, video editing, and omnichannel distribution. By introducing quantitative modeling methods such as information entropy, cosine similarity, and TOPSIS evaluation models, it transforms experiential business standards into computable metrics, enabling full-process online transformation of content production. Furthermore, the paper analyzes implementation bottlenecks and proposes practical pathways from dimensions including human-machine collaboration, data flow architecture, quantitative evaluation, compliance control, and business closed-loop, providing theoretical and quantitative support for the planning, development, and performance assessment of enterprise-level content creation platforms. Urban Micro-Renewal in Chinese Cities: A Geographical Perspective on Spatial Transformation, Community Participation, and Sustainable Development

Abstract: Urban micro-renewal has emerged as a pivotal strategy for addressing post-industrial urban transformation challenges in China, shifting the paradigm from large-scale demolition-and-reconstruction toward incremental, human-scale interventions. This paper examines urban micro-renewal from a geographical perspective, analyzing its spatial characteristics, socio-spatial dynamics, and environmental implications across Chinese cities. Drawing on theoretical frameworks from urban geography, including the production of space, gentrification theory, and sustainable urbanism, the study develops a multi-dimensional analytical framework to understand how micro-renewal reshapes urban spatial structures and social relations. Through comparative case studies of Shanghai's community gardens, Beijing's hutong preservation, and Shenzhen's urban village micro-transformations, the paper identifies distinct spatial typologies and implementation pathways. The findings reveal that while micro-renewal enhances local environmental quality and fosters community engagement, it also generates complex socio-spatial inequalities, including indirect displacement pressures and uneven access to renewal benefits. Contingent Reshaping and Agile Governance of Public Organizations amid Rapid Digital Technological Shifts: A Case Study of Hangzhou’s “City Brain”

Abstract: The rapid development of digital technologies has profoundly transformed the external environment of public organizations, while traditional bureaucratic structures have encountered increasing challenges in adapting to dynamic and complex governance contexts. Existing studies have mainly focused on the application of digital technologies in improving governance efficiency, with insufficient attention paid to how digital environments drive organizational restructuring and governance transformation. Based on contingency theory, this study develops an Environment–Structure–Performance (E-S-P) analytical framework and examines the adaptive transformation of public organizations through a case study of Hangzhou’s City Brain. The study explores how high-frequency digital environments generate structural mismatches and how public organizations achieve agile governance through contingency-based restructuring. The findings indicate that digital technologies reshape public organizations through three dimensions: data-driven integration, accelerated temporal coordination, and intelligent decision-making. To adapt to these changes, public organizations promote organizational restructuring through cross-departmental collaboration, process optimization, and the integration of technological capabilities with administrative decision-making. From Property Management to Property Services: A Study of the Driving Mechanism and Practical Pathways for the Transformation and Development of China's Property Industry

Abstract: As China's real estate market gradually transitions from the phase of incremental development to the phase of existing stock operation, the development logic of the property management industry is undergoing profound transformations. The traditional property management model primarily focused on facility maintenance, order management, and basic support services; it played a pivotal role during the period of rapid real estate development. However, with residents' growing demands for community quality, living services, and governance participation, the traditional model has begun to face challenges in areas such as service supply, corporate operations, and governance synergy. Promoting a shift in the property management industry from a "management-oriented" approach to a "service-oriented" one has become a critical direction for the high-quality development of the sector. This paper employs a combined approach of literature review and case study, selecting three typical cases—Lize in Beijing, Xietang in Suzhou, and the Yantai High-tech Zone—to analyze the driving mechanisms and practical pathways for the transformation and development of the property management industry from perspectives such as service models, governance mechanisms, and operational methods. The study reveals that the entry of the real estate market into the existing stock phase, the policy environment's impetus, the empowerment provided by digital technologies, and the rising demand for grassroots governance have collectively driven the transformation and upgrading of the property management industry; current new models of property services are characterized mainly by diversified governance entities, enhanced quality of service content, digitalized operational methods, and community-centric service boundaries.
